Expands definitions of "bicycle," "land," and "recreational purposes" related to the use of private land for public recreation. 

Makes changes to special landowner deer hunting licenses.

Allows the use of ATVs and UTVs on state park roads and anywhere in a park where motor vehicles are allowed.

Increases fines for a person who knowingly trespasses while hunting.

Requires minimum septic system use capacity for campgrounds.

Directs the natural resource commission to conduct an annual survey of state park accessibility for persons with disabilities.

Allows a common interest community adjacent to a public lake to use private buoys and other safety-related installations to communicate policies regarding vessel operation.

Makes numerous changes to state boards, commissions, committees, councils, and other state government entities.

Makes changes related to soil and water conservation, water quality, and flood control.

Changes property tax assessment limitations for commercial child care facilities.  

Allows counties to allow/disallow forest and fruit tree reservation tax exemptions.

Makes changes to organization, structure, and functions of state and local governments.

Appropriates $213.6 million from gambling revenues (Rebuild Iowa Infrastructure Fund, or RIIF) to various infrastructure projects in fiscal year 2025 (July 1, 2024-June 30, 2025).  

Proposes a constitutional amendment to set a flat rate for individual income taxes and to require two-thirds approval of both legislative chambers for increasing tax rates.

Repeals gender balance requirements for appointed local and state government boards, councils, commissions.

Places registration and reporting requirements on foreign ownership of agricultural land. 

The Governor's tax bill.

Creates the Iowa major events and tourism program.

Appropriates funding for fiscal year 2025 (July 1, 2024 to June 30, 2025) to the Department of Agriculture & Land Stewardship (IDALS) and the Department of Natural Resources (DNR). Total general fund increase of $1,029,518 (3.3%) and total increase in funding from the fish & game fund of $1,354,756 (2.8%).

Makes changes to snowmobile fees.

Appropriates $223.2 million in gambling revenues from the Rebuild Iowa Infrastructure Fund (RIIF) for various infrastructure projects in fiscal year 2025 (July 1, 2024-June 30, 2025).

Eliminates individual income tax.
